On October 23, a conference focusing on the integration of transportation and tourism, as well as the high-quality development of car rental services in Northeast China’s “Three Provinces and One Region” (Liaoning, Jilin, Heilongjiang, and Inner Mongolia) took place in Harbin.

During the event, the establishment of the Heilongjiang Provincial Tourism Distribution and Customized Passenger Transport Alliance was announced, accompanied by a formal signing ceremony. Representatives from the industry management departments, associations, and enterprises across the three provinces and Inner Mongolia shared their experiences and introduced products related to the integration of tourism and transportation. Additionally, the car rental associations from the three provinces entered into a strategic cooperation agreement, launching standardized guidelines for car rental operations. An alliance was also formed between the Heilongjiang Car Rental Industry Association, rescue points, and passenger transport stations from 13 cities.

The Northeast region holds a significant position in the national cultural and tourism market, thanks to its unique geographical location and rich natural resources. The conference aimed to seize important opportunities for development in the culture and tourism sectors, leveraging the overall advantages of the Northeast region to explore new pathways and models for integrating transportation and tourism. This initiative is intended to enhance the service quality of car rentals and increase the competitiveness of the industry, thereby infusing new vitality into the regional economy of the “Three Provinces and One Region.”

A key representative from the Heilongjiang Provincial Department of Transportation outlined future plans to strengthen the integration of transportation and tourism. Initiatives include enhancing connectivity between high-speed rail, highways, and scenic routes to ensure seamless travel. The department also plans to improve travel-related service facilities such as service areas along highways, parking lots at tourist attractions, and car camps to better accommodate tourists. Efforts will continue to renovate the picturesque “Drunken 331 Border Road,” while developing premium travel routes and promoting unique tourism activities like waterfront entertainment and forest wellness retreats, aiming for vibrant tourism throughout the year.

Furthermore, the department intends to collaborate with business and cultural tourism sectors to attract more companies to establish operations in Heilongjiang by creating a favorable business environment. They will integrate car rental resources and vehicles across the Three Provinces and One Region into the “Longjiang Car Rental One-click” system to analyze data, reduce costs associated with vehicle swaps across regions, and expand the coverage for free or low-cost vehicle exchanges. This initiative will enhance the overall satisfaction and convenience for tourists. The government also encourages car rental companies to partner with passenger transport centers to provide seamless rental and return services for visitors, increasing service availability. Plans are in place to establish self-service rental terminals at all tourist attractions and star-rated hotels in Heilongjiang, allowing for convenient rental and return options.
