On October 24, in a press conference organized by the Propaganda Department of the Communist Party of China in Heilongjiang Province and the Heilongjiang Provincial Government’s Information Office, it was announced that the ice and snow tourism season in Heilongjiang is fast approaching. To ensure that visitors can enjoy their experiences with peace of mind, local police are implementing multiple measures to safeguard the upcoming tourism season.

Deputy Director of the Heilongjiang Provincial Public Security Department, Deng Chi, elaborated on the preparations. He noted that with the booming ice and snow tourism and the upcoming 9th Asian Winter Games, police strategies have been adapted accordingly. “First, we’re focusing on high-traffic areas like airports, train stations, and tourist attractions to enhance police presence. Second, we are monitoring habitual thieves and other offenders closely to provide early warnings and effectively prevent pickpocketing incidents. Third, we’re intensifying case investigations to ensure timely resolutions, aiming for success during this critical period.” Since the 20th National Congress of the Communist Party of China, Heilongjiang has seen a continuous improvement in the resolution rate of theft cases, with a year-on-year increase of 3.41%, ranking among the top provinces in the nation.

Liu Gang, Chief Officer of Police Technology at the Heilongjiang Provincial Public Security Department, announced the rollout of new standards for vehicle guidance during severe ice and snow conditions on major highways. “We are classifying our protective services for urban roads, highways, and key scenic areas. Our aim is to enhance public awareness and provide immediate rescue services. We will activate police escort protocols to assist those in distress, ensuring that visitors can arrive excited and return safely,” he said. Liu emphasized that public security agencies and traffic police will remain vigilant against risks, focusing on emergency management to maximize safety, ensure smooth traffic flow, and maintain stability.

Sun Yanguo, Secondary Police Commissioner of the Heilongjiang Provincial Public Security Department, shared the department’s commitment to enhancing safety measures moving forward. “Our next steps will include six ongoing efforts. First, we will maintain a strong crackdown on tourism-related crimes. Second, we will continue to improve security measures. Third, we will optimize our services, ensuring that the community has access to assistance at tourist sites. Fourth, we will refine traffic management to efficiently address travel disruptions due to extreme weather. Fifth, we aim to eliminate security blind spots in tourist areas to effectively monitor community safety. Lastly, we will enhance coordination among various departments to create a safe and reassuring atmosphere for travelers.”
