On October 23rd, at the “Meeting Fengtai: A Gathering of Beijing’s Color” event, the Fengtai District of Beijing held an innovative launch for its “Demonstration Zone 2.0 Plan.” This initiative aims to enhance the development of a high-quality digital Silk Road economic cooperation zone and establish a model district for low-altitude economic industries in the capital. During the event, district officials unveiled comprehensive plans that focus on creating a favorable environment for businesses and international individuals, mimicking an overseas governance service experience.

The presentation included the release of the Fengtai District’s “Plan for Deepening the National Service Industry Opening-Up Comprehensive Demonstration Zone” (referred to as the “Demonstration Zone 2.0 Plan”), which outlines key results in attracting investment for its two core initiatives. The plan identifies 69 key tasks focused on six major objectives: expanding openness in key areas, enhancing demonstration leadership in important parks, optimizing trade and investment regulations, improving public service policies, reinforcing rights protection mechanisms, and establishing a robust risk prevention framework.

According to the plan, Fengtai aims to significantly strengthen its capacity to attract high-end international resources within 3-5 years. The district seeks to be a global model for open development, with the vision of doubling the precision of services, enhancing the sense of gain among enterprises, and revitalizing the ecological environment.

In November 2023, the State Council approved a work plan to support the deepening of the national service industry opening-up, providing new momentum for high-quality development in the capital. Xu Yuanyuan, Director of the Fengtai District Bureau of Commerce, emphasized that the “Demonstration Zone 2.0 Plan” aligns closely with current development trends and business needs, prioritizing systematic openness across various fields.

The plan outlines the expansion of openness in seven key areas: financial services, digital economy, professional international services, specialized industries, international consumption, education and culture, and healthcare services. Notably, it will support the establishment of a legal digital currency test zone and explore applications of the digital RMB in sectors such as tax, public services, and financial innovation.

Fengtai District is on track to become a pioneering area for the digital Silk Road economic cooperation zone and will collaborate with municipal departments to expedite development in autonomous driving and other high-tech areas. By 2026, the district aims to attract leading aircraft manufacturing companies and critical supporting enterprises in the low-altitude economic sector while promoting the formulation of industry standards.

Additionally, the district plans to introduce flagship stores and promote cross-border shopping models that enhance consumer experience, including expanding the pilot program for immediate tax refunds for outbound tourists, and welcoming qualified foreign and Hong Kong, Macau, and Taiwan doctors to set up clinics.

This year, Fengtai has achieved notable success in attracting foreign investment, with the addition of 341 new projects, including 55 foreign-funded initiatives, positioning itself at the forefront among Beijing’s six districts. The district is committed to fostering innovation and enhancing the local economic ecosystem, with the establishment of a government-led supply chain service platform earlier this year, facilitating significant transactions in the industry.

As part of its ongoing efforts, Fengtai has actively participated in various investment promotion activities, including showcasing its potential at the 29th Macau International Trade and Investment Fair. Moving forward, the district aims to further attract leading enterprises and significant projects from both domestic and international markets.
