In Johannesburg on October 19, South African correspondent Sun Xiang reported that recent extortion cases involving police and Chinese merchants in Cape Town’s Western Cape province have prompted a collaborative effort among the Chinese Consulate in Cape Town, the Western Cape Police, and the Cape Town Chinese Community Police Center to ensure the safety and security of local Chinese businesses.
On October 16 and 17, Deputy Consul General Tang Chang’an attended meetings focused on local security issues. During the tripartite meeting on the 16th, he commended the police for their efficiency and commitment to addressing these cases. He encouraged the police to invest more resources in the Chinese community and reminded local merchants to adhere to local laws in their business operations.
In a subsequent security briefing on the 17th, Tang introduced two newly appointed police liaison officers assigned to the consulate. He expressed gratitude for the efforts of various community police centers and encouraged them to continue their crucial role in assisting Chinese nationals. He further stated that the consulate would enhance its cooperation with local law enforcement and strengthen communication with the community to promote a safer environment.
Western Cape Police Deputy Commissioner Mark Shalarala emphasized at the meeting that he hopes the Chinese community recognizes the police’s commitment to combating internal corruption and rebuilding trust. He urged members of the community to come forward and report any illegal activities to protect their rights.
In a phone interview with the media on October 18, Guo Yongming, director of the Cape Town Chinese Community Police Center, shared that there have been previous incidents involving local police officers extorting Chinese merchants. However, many affected merchants often remain silent out of fear of police authority and potential retaliation, leaving local law enforcement unaware of the issues. The police community center encourages Chinese nationals to legally protect their rights and provide information to assist law enforcement in bringing the wrongdoers to justice.
The community leader noted that the “Safe Chinese Community” initiative in Cape Town has established a platform for the Chinese community to engage with local law enforcement in seeking collective solutions to security challenges.
